Does anyone know whether Phulchowki is safe again to visit on your own, or is a police escort still required.

For several years there were reports of robberies, thugs, etc. This seems to have improved, but not sure.

Yes, it is absolutely safe to visit Phulchowki on your own. Though reports of robberies and thugs are far less nowadays you can always remain alert.
As it is one of the wonderful and popular destinations for hiking among tourists, you will surely find many travel companion along with you.
So, without worries just go there and enjoy your journey. Also being a winter season, there is a huge chance for you to experience snowfall there.

It's ten years since we did it and on that day, they stopped us at the police station that you have to pass on the way up and wouldn't let us proceed without an armed, police guard.

We thought it was going to be a case for a bit of 'backsheesh' but no money was asked or given and we went off up the hill with two, smiling, armed cops in our car. We saw no others up there.

It was 5 years ago I went - no issues then with police or anyone anyone else.

I went up there about three years ago. No police check or anything. Hardly saw anyone else up there. So it seems OK - a robber would have to hang around for a long time to find a victim.
