I thought I was taking a Phalarope but all pics taken had this white eye ring?

Looks like a young Franklin's Gull to me - pretty extensive hood on it though, maybe it is a second-cy. I admit I am not very familiar with the species.
 
Thanks, I've photo'd the Laughing and knew I had seen that eye before but it was so small I didn't even think of looking through the gulls.
