I guess a Tawny as the beak gap it,s to short for a Steppe , but i,ve a question , is the yellow eye is a safe identifier for tawny as this one is quite dark.

Yes, it is a Tawny Eagle.

In answer to your question, look the bird up on eBird. Some of those Tawny Eagles have dark eyes too.
