White Dove. Clearwater, Florida

this guy has been sitting on tue table outside a coffee shop for at least a couple of hours. Looking for opinions on whether or not it is safe (for us and for him) to try to catch him to take him to a shelter . the shelter isn't answering their phone tonight so calling for them to do it isn't an option. Any advice is welcome.
