Falcon in Rhodes Jul 19 (1 Viewer)

I took these with the bird above a an inland steep cliff face. It drifted then suddenly swooped downwards. Is it possible by its silhouette to say it is an Eleanora falcon? One of the pictures seems to show white on its face

Difficult to see details on those photos, but the very long tail favours Eleonora's Falcon, a common bird in Greece.
 
One reason I did not think it was a kestrel is that all the kestrels I have seen in the UK have either been perched or hovering fairly close to the ground. This bird soared along the cliff line and above it then dived very fast. It also seemed a bit bigger than a kestrel
