Bird of prey, Entebbe, Uganda

Seen today. Doesn't seem to match (well) any of the illustations of crowned/crested eagles in the "Birds of Africa south of the sahara".

All help gratefully received as ever.

Saw a long crested eagle today which puts the puny crest on the harrier-hawk into perspective.
