Arctic or Common Tern? Titchfield Haven, June 2017. Had 2 chicks.

I understand your conundrum because of the lack of a dark tip to the bill. However, this is a Common Tern - amongst other things the bill and legs are too long and the outer primaries much too dark for an Arctic. Also, AFAIK Arctic doesn't breed in Hampshire.
