Help with idenfication of this raptor. (1 Viewer)

Hi

I would be very grateful if anyone could suggest a possible ID for this raptor seen on a river walk on the outskirts of Veliko Tarnovo (Bulgaria) on 25th May (2020). I only had a pocket digital camera and I had to "take aim and fire". I did have several sightings of Short-toed Eagle, some down to about 40 metres. However when I downloaded the "best" of my rather futile efforts, the bird looked nothing like a Short-toed eagle.
