GPS tagging of Steppe Eagle

Does anyone know about the project which is related to this map of tracks of raptors migration (seems to be Steppe Eagle)?

I see that in social media (also in Iran) many people share this map with a fictional story of the migration of an eagle in 20 years.

You're welcome Ehsan.
You're living in a beautiful country.

By the way, I'm in Nepal at the moment, and I saw 2 Steppe Eagles in Ghandruk yesterday.
