I know sizes are difficult to judge in the field, but I mistook this for a person when I first saw it so I do think its an eagle rather than a buzzard! Taken from a bus between Yerevan and Garni.

hard to tell for sure but distribution of dark and pale says long-legged buzzard (which is larger than a common buzzard)

Exactly my thoughts too ;) The bill "seems" large, more eagle like but doesn't fit any potentials. Seems also to have grey in the tail, which is a bit strange but on zooming in one can see the greyness is part of the background and has sort of leaked into the tail - that's my theory anyway!
