Whatever imaging software you're using will have an "image resize" capability. Sometimes found under "edit" or "format" or "image" on your toolbar. Then you should have an option for resizing in inches, millimeters or pixels, etc. Click on "pixels" and make sure the longest side is no more than 800 pixels, and voila! :t:
 
An easy way to lower file size is to use the 'save as' function in your photo software. Apart from simply renaming a file there is usually an option to increase jpeg compression - usually anywhere between 80-90% is suffice and then simply save the file with a new name as acopy of the original.

A free download from www.neatimage.com in addition to reducing file size reduces digital 'noise'.
