What is this bird. It lives north of Sacramento CA. It lives in an area where there is very little water! Looks like a great hunter

Agree, Red-tailed Hawk. The dark patagial bars (shoulder areas) and the band of streaks around the belly are good field marks. This looks like a young one due to that brown barred tail and the blotchy markings.
