I agree, Cattle Egret. This one is in breeding plumage (the buff coloring on the crown and chest as well as the pinkish legs). Outside of breeding season, there is no or little buff and the legs are greenish yellow.

The other similar small white egret in WPB is the Snowy Egret. The Snowy is easily identified by its black bill as well as black legs with yellow feet.
