Tawny Eagle. Main confusion species is Steppe Eagle but what I can make of the gape line and colour/patterning indicate Tawny. It is also the most likely in terms of abundance (especially if the photo was taken recently as Steppe is mainly a winter visitor to Africa from the north).

Picture was taken last week (recently)... 22ish Aug 2009, outside Nairobi.
