Banded Snow Bunting

I photographed banded Snow Bunting and it made me curious as to where it was banded at. It has a pinkish plastic band on it's right leg that doesn't seem to have any inscriptions on it. I didn't see a metal band on it. Where do they band Snow Buntings in North America?
