does a private individual get a licence to keep Lions, it simply shouldn't be possible.

This idiot had prevously walked a Lioness on a lead in public!

I love the mayor's comment at the end but once again, the animals are the victims of human stupidity and at least it was the moron who was killed, it could easily have been a member of the public..

Well it seems he didn't have a licence! 'Being kept illegally". Presumably bought on the black market.

The thing he didn't have was planning permission for the enclosure, he must have had a licence or surely they'd have been taken off him?
