It's basically a product that has been bought cheaper abroad and resold in the UK (or wherever). It may not have a warranty that you can use in your own country (ie you'll have problems if it needs to be fixed at a later date. You may have to send it abroad as the warranty isn't valid in the UK).

The UK is shockingly overpriced for some optics (especially stuff made in Japan. The yen is very weak against Sterling at the moment). If you buy from abroad even with Postage and VAT/Import taxes it is often much cheaper than buying in the UK. Dealers cotton on to this too.

The new Kowa Scopes are hundreds of pounds cheaper in Japan than in the UK for example.
