Could it be a juvenile Yellow Wagtail? I say it because I shot photos of two other individuals of this species in the same place, a juvenile and an adult.
 
With that angle of light I'd say the pink legs of a Tawny (and other species of) Pipit would stand out as really pale, and they are visibly dark, blackish, making of juv. Yellow Wag the best option imo.
