Bird of Prey ID help please

Hi, I've seen this bird a couple of times over the last few days and am having trouble identifying it. I live in the the South East of the Uk (Kent/Sussex Border) It seems to be sticking around the horses paddocks.

Probably the palest Common Buzzard I've ever seen an image of. A very first sighting of this would lead to thoughts of a Gyr falcon or possibly a Rough Legged Buzzard from northern climes.

Such pale CB are not so rare here in NE Germany... Don't think there are feathers at the tarsi, are there?

I think what I'm seeing is just a colour difference between feet and tarsi (tarsi look very pale on my screen, contrasting with yellow feet). It looks good for CB otherwise.

I myself have seen several photos in the past of very pale Common Buzzards, and those birds looked a lot like the bird on this photo.
