NZ Gull and young cormorant which one? (1 Viewer)

The gull looks like a black-backed gull to me, and the cormorant looks like a female spotted shag. Cormorants are known as 'shags' in New Zealand.

That was also my opinion, somebody told me, that is a young king shag, but I did not agree with him. The gull was also my conclusion by elimination
which is not a "professional" ID :)
