Yes I think so. Difficult to tell from the image but inner primaries appear pale and bill appears quite slight (not very robust)

Here's one we had in Venezuela which we put down as Greater. The dusky area is clear on a shot like this but would it be in the OP, against the light, plus, it appears to be an immature so is this feature even relevant?

According to Raptors of the world (Ferguson-Lees & Christie), juv. in flight is similar to adult apart from nape. And yes, in this case the inner primaries appear as a light patch. If it were greater, I'd expect no such patch or even for them to appear darker—certainly not lighter than other feathers as here
