FKNK Officials Will Not Return To Ornis Committee

Last November the Federation for Hunting & Conservation – Malta (FKNK) appointees suspended their participation from the Ornis Committee – Malta because of Government’s refusal to open the trapping season for the golden plover based on totally illogical and insensible arguments.

The FKNK officials will not return to the Ornis Committee Meeting scheduled for today because:

The golden plover situation mentioned above has not been adequately resolved yet;

Government’s total disregard of FKNK’s and Ornis Committee proposals with reference to this spring hunting and trapping open season;

Minister George Pullicino’s and Government’s total disregard of FKNK’s detailed proposals regarding hunting and trapping at ix-Xahra l-Ħamra Park. In fact the Ornis Committee, at its Meeting, is being asked to rubber-stamp a Government fait accompli draft Legal Notice that will regulate hunting and trapping in the Park. This piece of legislation is not just unfair and discriminatory in hunters and trappers regard, however could also create a very dangerous precedent for hunting and trapping practices in general.

This Government’s modus operandi, that is, completely nonchalant to the several discussions and meetings, because everything would have already been decided by the same Government beforehand, cannot be tolerated any longer in a democratic society.

Thus, the FKNK believes that it is only appropriate that certain structures, including the Malta Ornis Committee, are respected, allowed to work constructively and in a transparent manner, and not used by Government at its convenience. As soon as this is apparent, and once the FKNK meets the Prime Minister as he has recently agreed, the FKNK will continue to give its complete support and resources to any discussions and meetings, including those of the Malta Ornis Committee, in the best interests of nature conservation and local, legal, sustainable hunting and trapping practices.

I have to agree with LF here: inanimate or unconscious arguments are an inappropriate basis of anything; unfeeling arguments would be stretching a synonym too far.

It could be that Mr Pullicino and the Government could find nothing worth considering in the proposals, of course. Surely not a 'dangerous precedent' if it reduces the chance of people being peppered with shot...? 'Unfair and discriminatory' adoption of EC procedures accepted elsewhere? I can sense dummies being thrown in the dust and toys out of the cot here!

FKNK Call on German Ambassador’s Intervention

The President of the Federation for Hunting & Conservation – Malta (FKNK) has written to the German Ambassador to Malta in protest about the unwarranted incidents that the Maltese Nation has witnesses over the last weeks as a result of actions by the German organisation that calls itself CABS.

The FKNK explained that CABS are intent on marring the healthy and mutually beneficial relationship in place between Germany and Malta in a democratic European context.

“So why do we now have to subject ourselves to a situation whereby CABS deem fit to slander not only hunting on Malta but the Maltese on a German public television station RTL ...”

“The actions of CABS during a spring season that was legally authorised by local government under derogation from the “Birds” Directive should have been, for hunters, a peaceful and recreational event as hunting is for over 7 million counterparts in Europe. Unfortunately, CABS have managed to transform this season into a war zone to the extent of using a military reconnaissance aircraft without the necessary permits and fly this machine over private property whilst filming without authorisation or consent. I am sure that you agree that no European citizen should have his privacy invaded illegally and with unauthorised methods.”

The end result of the actions of CABS was an aired film on RTL television and with clips of it running constantly on U-Tube and other web-associated media. A film that depicted, not the 2012 spring hunting season, but years of clips put together to maliciously infer that this all happened in 3 weeks. A film that depicts the Maltese as aggressive individuals and Malta as a third world country with its citizens having no respect for nature at all.

Illegal activities in the field do not only occur in Malta but worldwide, and it is completely unfair and unfounded for anyone to pick on the smallest Member State, where everyone is known and everything is visible due to the small size of the islands and to capitalise on individual issues and portray them as the order of the day. These actions by CABS have not only touched on hunting on Malta but on the Maltese as a nation and here the problem is aggravated because it is seen as unwarranted and uncalled for interference by a German organisation, that the Maltese will defiantly accept.

Therefore, the FKNK has requested a meeting with the Ambassador and requested his intervention with a view to finding a rational solution to this unfortunate state of affairs.

CABS Had No Permit to Fly Drone - PM

Further to the Prime Minister’s statement in Parliament that the German based organisation, CABS, operated a drone without necessary permits, the outcome of police investigations and those of the Commissioner of Data Protection instigated by the Federation for Hunting & Conservation – Malta (FKNK), are urgently awaited. The outcome of such investigations is made even more urgent in view of the irresponsible public declaration on national television by CABS leader Axel Hirschfeld stating his premeditated intention to, once again, gain access to private property and to carry out his next mission, this time, with the use of more drones.

The FKNK expects the authorities to exercise an equal treatment in respect of any illegal activity, and hereby makes reference to an incident which also involved Axel Hirschfeld, when on September 21, 2010, whilst Malta was celebrating its Independence, the Law Courts were opened with urgency to hear the case that the German CABS’s official brought against a Maltese hunter who had been upset and reacted to CABS spying tactics at the time, which also included trespassing. For the subsequent hearing of this particular case, Government went so far as to pay for the flights of the prosecution witness(es).

The FKNK is sure that the police will not apply a “two-weights, two-measures” position in the case of the drone and in that against Axel Hirschfeld; and if necessary, and if Axel Hirschfeld needs to testify in our Courts, then it is expected that Government will, similarly to the previous case, also pay for his flights.

However, this expense can be avoided because CABS local official representative, David Camilleri who resides in Gozo, can be called to the witness stand instead.

The FKNK has in the meantime also requested a meeting with the Police Commissioner, and further awaits the meeting with the Prime Minister which Dr. Gonzi said he would set-up in a letter addressed to the FKNK.

Wrongful misrepresentation of Maltese National Museum

The documentaries by CABS and BirdLife Malta, recently screened by the German television station RTL and the BBC respectively, feature interviews with the curator of the National Museum of Natural History, Mr. John J. Borg, and include footage of frozen bird carcasses and mounted bird specimens held in the storage rooms of the museum. These objects and the rooms where they are kept are not accessible to the Maltese public.

The birds, about 2000 in number, consist of birds confiscated over many years following court orders and could constitute prosecution evidence in court cases that either were concluded or are still ongoing. They are neither for public display nor for advertising.

The Curator of the Museum is a public official paid through public funds to run the place in line with the purpose of a museum, which is mainly to educate, entertain and edify visitors. Moreover, the museum is supposed to provide a showcase in this case of the history of Malta’s natural heritage. Instead, in a feature film to be shown to the German and British public, the curator chose to comment disparagingly and reveal a collection of bird carcasses and mounts that do not form part of the artifacts on public display.

Mr. John J. Borg is an active member of Birdlife Malta (BLM) and a BLM bird-ringer. This fact does not entitle him in his capacity as curator to utilize his time as a public official and to use the government property under his custody to further his own personal agenda or those of his associates. The museum curator is supposed to be at the forefront of those promoting Maltese tourism. Instead Mr. Borg chose to collaborate in filming activities meant to blackmail the Maltese authorities by threatening tourism to Malta.

The Birdlife Malta campaign and that of its foreign partners CABS to sensationalize issues relating to illegal activities related to protected birds in order to fund their activities, makes regular use over many years of Mr. Borg and “his” frozen birds.

As representatives of the Maltese hunting fraternity, we have striven to curtail illegal activities in the field for over 30 years and pride ourselves on our achievements that are clearly evident to one and all. However, we have consistently contested the exaggerated claims being portrayed to the international public by BLM and their German partners, CABS, that only serve two purposes, namely that of targeting funding to sustain their activities and secondly that of ridiculing Malta, the Maltese authorities, and the hunters.

The Federation for Hunting and Conservation – Malta (FKNK) and St. Hubert Hunters (KSU) therefore call upon the authorities to investigate and determine:

1) that an abuse of office took place when the above-mentioned public official promoted his own personal agenda in direct conflict with his duty to uphold the principles by which a national treasure such as the National Museum of Natural History should be run;

2) who is ultimately responsible for the confidential and secure keeping of these confiscated illegal birds; and

3) on whose authority did the museum curator allow the filming of confiscated birds for propaganda purposes.

Finally, we call upon Mr. John J. Borg to hand in his resignation considering his personal beliefs override his official duties.

CABS Admit to Flying Drone Illegally

The German-based anti-hunting organisation CABS’ board member and leader, David Conlin, admitted in a statement to the local media, to flying a drone without permits even whilst accompanied by local police officers, with the aim to spy over Maltese citizens’ privacy.

Besides hurling a number of insults at the Federation for Hunting & Conservation – Malta (FKNK), David Conlin also said: “"We have entrusted a Maltese lawyer's office with the task of obtaining all the necessary permits and permissions," Conlin said, promising that CABS would deploy the 'eye in the sky' yet again on future activities.” since the statement’s heading reads “CABS to secure eye in the sky permits for 2013”. The statement goes on to say “Conlin said that police were present during the plane-flying”. By default this proves that this year’s operations were illegal and the police officers may be seen to be accomplices.

The fact that the spy-aircraft was flown without the necessary permits has already been confirmed in Parliament by the Maltese Prime Minister himself and so cannot be refuted. Therefore, the FKNK calls upon the Commissioner of Police to immediately take the necessary disciplinary action at law against the Police officers who were accompanying the officials and representatives of the German organisation, and not to delay any further from taking all appropriate action against the officials and representatives of CABS in line with the criminal report, “Kwerela”, made to the Police Corps by the same FKNK.

CABS also reprimanded FKNK’s General Secretary for naming CABS permanent local resident, Gozitan David Camilleri. FKNK’s General Secretary, both in his personal capacity and on behalf of the FKNK, is at present proceeding with legal measures against David Camilleri, besides other, for trespassing. Comments by Conlin referring to “xenophobic” and “secretive” scenarios are factually rebutted by the unequalled achievements of the FKNK in drastically reducing illegal activities in the field whilst hitting illegalities where it hurts and not targeting the general public in the process. Illegal acts cannot be curtailed by other illegal acts as CABS seem intent on pursuing.

Further delays for justice to be done only shed doubts as to whether Maltese hunters and trappers enjoy the same privileges expected and enjoyed by each and every European citizen. Thus, and because the FKNK still believes in a democratic system of justice that is equal for all, it awaits the Commissioner of Police to take the necessary actions without further impediments.

Finally the FKNK calls on the same Commissioner of Police to reply to its e-mail of the 09/05/2012 and set up a meeting to discuss the various urgent issues mentioned therein.

Hunters and trappers condemn MEPA action

We refer to the letter NGOs’ fury over plans to build 20 houses near Madliena (May 20).

We condemn in the strongest possible terms the dastardly decision of the Malta Environment Planning Authority (MEPA) approving plans “to build 20 houses on a hillside below Madliena near the Victoria Lines”.

Charging and accepting a fee to offset the impact on the environment, as both Flimkien għal Ambjent Aħjar (FAA) and the Ramblers’ Association claim MEPA to have done, just shows the insufferable hypocrisy of this purported bodyguard of the environment.

We contend that it is definitely in the public interest for Mr. Franco Montesin, the MEPA Board chairman, to answer these questions: 1) why was the project approved now, when it was originally refused in 2009 for contravening planning policies? 2) On what grounds did Mr. Montesin dismiss the NGOs’ request to delay a decision for a week for a site visit? 3) On what grounds did Mr. Montesin dismiss the NGOs’ request to have the area assessed by an architect? 4) Can Mr. Montesin explain how the payment of “blood money” is going to prevent the destruction of the area?

We will not accept devious answers. We think MEPA is not acting as it should, and we think it is obvious that money does all the talking. Hopefully the MEPA Board chairman can prove us wrong.

In the meantime, we call upon the government to deal with this issue with the same energy, determination and intransigence that it has lavished on the hunting and trapping issues. After all, this is a far more serious matter. Where birds come and go and come back again, Malta’s countryside, or what is left of it, once gone, cannot be restored … and the money be damned!

The arrogance and lack of transparency on the part of the Government representative on the Board of Park West, Chairman, Dr. Ian Castaldi Paris again fails.

This was another occasion when the FKNK could see the arrogance, lack of transparency and time wasting so-called dialogue and public consultation of the Government.

It was so, and also because it kienietx the first time that Dr. Castaldi Paris has used such an arrogant attitude towards the FKNK, the FKNK officials arose from the table and left the mall outside the meeting. It was with great regret for the purpose of FKNK was only to defend the culture and traditions of our country valid and rational arguments and participation of all sectors concerned for the common good.

History: When the Government had decided that the site is very large and x-Xaħra known as the Red should have been based National Park, the FKNK was convened and organized sub-committees in a situation, the hundreds of hunters and trappers who practice hunting and trapping in the area. Those fehemithom to that area times for hunting and trapping would have to be restricted and they could be asked to give their input in manual work that could be needed versus the improvement of the Park. It was that time that were designed to FKNK proposals which were submitted to the Minister Pullicino among others.

The Federation for Hunting & Conservation – Malta (FKNK) has published and just launched a booklet entitled The Facts about Maltese Game-Shooting and Live-Bird Capturing.

In a brief address at the launch, the President of the FKNK, Joseph Perici Calascione said that this booklet on hunting and trapping in Malta, produced by the FKNK, is intended as an easy and quick reference guide.

Over the last three decades Malta was subjected to very bad publicity on account of the extremely negative prejudiced perceptions on shooting and live-bird trapping. Some criticism was fair, but most criticism, based on misinformation, misconceptions and even malicious lies, was utterly unjust and unfairly damaging to Malta’s reputation. Therefore the need for this booklet has long been felt.

In the hope of restoring the good name of Malta and the image of its law-abiding hunting and trapping majority, our purpose here is to state the facts and let readers judge. This booklet is, therefore, aimed mainly at journalists, school-teachers, educators, politicians, tourists, and others, providing them with first-hand basic information about the practices of game shooting and live-bird trapping on the Maltese islands. It is produced in the English language precisely because it is not intended only for Maltese readers. This publication is intended to serve as a reference guide for years to come.

The booklet has been compiled and co-authored by Alfred Zammit and Lino Farrugia and has already been presented to the Press. The FKNK will next distribute the booklet to all interested entities, while Miller Distributors Ltd. will distribute it in all leading bookshops.

Maltese hunters and trappers - a bio-psychosocial perspective
2009:

saw Maltese hunters and trappers being deprived of their traditional socio-cultural practice of spring hunting for the second year in succession;

live-finch trapping in autumn would not be permitted for the first time since living memory;

the Federation for Hunting and Conservation - Malta (FKNK) was receiving regular reports from several of its members stating how such bans were negatively affecting their very way of life;

a few mysterious deaths were also reported.
The FKNK therefore commissioned the Malta Association of Psychiatric Nurses (MAPN) to carry out an independent Study concerning the bio-psychosocial impacts of the bans on their hunter and trapper members.

Mr. Martin Ward MPhil, RN (Psych), RNT, Cert Ed., Dip. Nurse, NEBSS, Honorary Member of the MAPN and lecturer at the University of Malta briefly explained the findings and implications (brief attached) of the Study at a Press Conference.

The FKNK will now decide at what level both local and international it will publish the results of the Study.

Seasons hunting and trapping - Autumn / Winter 2012/13

It is only in Malta that tal-ħarifa/xitwa hunting seasons must be announced each year by the Minister concerned, and not fixed as they are in any other country Member State of the European Union (EU). It has also become customary to allow the Minister and by the end jittortura to hunters and trappers to announce the seasons, the same hunters and trappers who have paid the respective licenses since the beginning of the year. The same hunters and trappers thus unable to plan and prepare for next season is supposed to, like jibbukjaw leave, etc..

It was precisely today, and in just three days left to open the hunting season, the Minister announced the hunting seasons from the ground and from boats, and made the same as year not yet announced anything regarding trapping, the same excuse that had brought the year to decrease more information from the Ornis Committee. This latest move confirms government has stated that the Federation for Hunting and Conservation (FKNK), ie, contrary to what was promised, even with trappers writing, by the highest authorities of the country, including the President Emeritus, Dr. Eddie Fenech Adami, and by that time the head of the Centre of the EU Information Centre (MIC), today Europarliamentarians Dr. Simon Busuttil, the government today persists in ignoring the valuable advice and expertise that give FKNK regarding a serious derogation acceptable to the EU and thus seems to completely destroy trapping .

The information sent FKNK trapping is again, for some reason he only knows government calls today from Ornis Committee, since last year. And this year the same committee already led again this information to the government.

Fixed season for hunting from ground doves from 1 September to 31 October, both days included.

Fixed season for hunting ground of the 40 other species from 1 September to 31 January, both dates inclusive.

Fixed Season game from craft from 1 October to the end of February, both days included. Hunting from boats shall be permitted only between kilometers and five kilometers from the coast, except in fligu between the islands, on a seagoing vessel may not be transported more than two guns, while the hunting with a rifle voldiri off its cover and charging, the maximum speed can not exceed 5 km per hour.

By application of a derogation from the Directive "Birds" incorrectly, trapping season for quail and doves between 1 September and 31 October, two days included .

By application of a derogation from the Directive "Birds" incorrectly, trapping season for golden plovers and vennew, from 20 October to 31 January, both dates inclusive.

By application of a derogation from the Directive "Birds" incorrectly, trapping season for imlivezz, malvizzuni of flocks, malvizzuni imperial, imlivezz black, red and larks imlivezz, from 15 October to -31 December, both days included.

By application of a derogation from the Directive "Birds" incorrectly, trapping season for the seven species richness between 1 October and 20 December 2012.

Other regulations that are in force permit Legal Notice 79/06 and subsequent amendments apply.

The FKNK already provided extensive documentation, both scientific and legal, as well as the Ornis the Maltese Government and the European Commission, supportive of these proposals. These documents were submitted on CD anessa reġaw with these proposals.

The Committee recommended a fixed season for all species kaċċabli from 1 September 2012 to 31 January 2013. The BirdLife Malta's request, which although not attend meetings of the Committee in protest against the Chairman of the Committee, to hunt with sirx after 3: 00pm between 15 and 30 September , has not been recommended by the Committee, but left to the discretion of the Minister.

The Committee recommended a fixed season hunting from boats from 1 October 2012 to 31 January 2013, under the same conditions of previous years.

Also, what kind of shot are they using (not lead I assume).

Has there ever been a study (in Malta or the surrounding area) of the percentage of birds actually recovered after being shot from a boat?
Also, what kind of shot are they using (not lead I assume).

Lead shot still in use in Malta. Other EU countries that have not banned lead shot in any way, even in wetlands, include Austria, Bulgaria, Czech Republic, Estonia, Greece, Lithuania, Luxembourg, Poland, Romania, Slovakia, Slovenia and (ashamedly)The Republic of Ireland.
