Thanks Werzik! Confirms my suspicions. The Greater racket-tail was the only one I could find with that tuft on its forehead but it had no racket-tail.

They lack their rackets when they're immature and will be developed later in no time. An immature bird also has some aberrant vocalizations like cat-like sound which threw me off several times.
