Exclamation Help!!! Baby Bird Emergency!!!

Bird type: Robin
Age: Fledgling
Where: northwestern IL

There was a large rain and wind storm and my brother found two fledglings that were soaking wet on the ground. He made a makeshift nest and let them sit outside. One disappeared, but the other one was really cold. I'm not exactly sure how long it was there, but there were no signs of the parents. I brought it inside and made a makeshift nest from paper towels and put a rag over the top of it (not all the way, so it still had fresh air.) I then put it in a warm room, and turned the lights off.

Did I do the right thing? Should i put the baby back outside?

Also what do i do from here?
I could call the local wildlife department, but I don't think that my family would take it there, or even let me call. They would probably just want to cull it and i don't want to do that.

If you have an empty hanging flower basket put some paper towels in the bottom and move the bird into that and hang it from a branch close to where you found it. It's very important that you get it back outside asap. Hopefully the parents will hear it and start feeding it.
