I would say, yes it is.

Yes, the reddish-brown colouring, particularly around the head and neck distinguishes it from the Ptarmigan (which is much greyer). It certainly looks like a male in the first photo (the plain reddish-brown face and throat and largish red eye wattle), the second photo is less conclusive.
