Developer pays 430,000 to rehome Cirl Buntings

Im shocked by this news that a developer has been given planning permission to build nearly 200 properties near Paignton an area where Cirl Buntings nest.Details from the Bird Guides website. The question are the RSPB and other wildlife organisations going to appeal this decision to the secretary of state. or because of the present crisis as a similar decision by the secretary of state over the mining application at Druridge Bay going to take for ever with the Brexit situation and of course now with the coronavirus happening now at the present time?
Ian.

Apparently to negate the loss of 5 breeding pairs of Cirl Buntings. Further concern was for Greater Horshoe bats in the vicinity. The fee includes monitoring the new site for 25 years. Approved by Natural England, so I doubt that RSPB would appeal against the approval.
