Gull identification, Pennsylvania (1 Viewer)

I'm posting this for a friend. They took this video in early February of a gull with an almost complete hood.

If I see a gull with a hood this time of the year, I'm immediately thinking Black-headed Gull.

The bird was quite distant, and the images are not great. Anyone have an opinion?
