No... it is a Ring-billed Gull.

Ring-billed. Mew doesn't have a ringed-bill, it has a yellow beak.
It can in winter but usually not as striking.
Just a thought. It looks like a 2nd winter bird as you can see black in the tail. Can we actually see the end of the bill? 2nd Winter Mew Gull would show the dark primaries as in this bird and the dark end to the bill. Head seems quite ‘friendly’ to me and bill quite thin recalling Mew Gull rather than Ring Billed. Are there clearer shots of the bill showing yellow at the end?
