Montagues or Hen Harrier in France last week (1 Viewer)

I think this is a Hen Harrier I wonder if you could help thx
That is definitely a honey-buzzard. The best identification guide is in that large eye- no other raptor I've seen has such a pop-eyed stare. Also, the small bill, long tail and neck can also aid identification. For a ringtail hen harrier the bird would have had an owl-like face, five fingers on the wings and a longer tail as well as a brown colouration of the head. The grey head also gives it away.
