A type of Phoebe, but what type? Arizona (1 Viewer)

Hi, can any locals help, I took this in the Phoenix Botanical Garden, Arizona in late April. I think it's a type of Phoebe, but not sure what type. The bill colour seems strange, perhaps it's a juvenile. Any help would be appreciated.
