migrant Red-tailed Hawk? (1 Viewer)

Can someone please confirm/identify this as a migrant Red-tailed Hawk? Taken near Puerto Viejo Costa Rica in January.

These very pale birds can be tricky, but I don't see any patagial bars nor any hint of a belly band, so probably not a red-tailed. Maybe a broad-winged?
 
Looks to me with the fairly clear underside and the dark only coming part way down into the breast that this is probably a Short-tailed Hawk
