odd-looking buzzard, Hong Kong (1 Viewer)

Am I just imagining things, or does this bird, photographed near Mai Po really look odd for Eastern Buzzard?

Every time I look at it I struggle to make this Eastern Buzzard - the wings just seem too long.

Any thoughts would be most welcome.
