Looks to be a Red-tailed Hawk

this does seem best for Red-tailed Hawk, but it sure is pale,

seems almost Krider's-like in it's overall paleness,

1st Cycle Rough-legged would fit the pale head and chest but it lacks that dark belly band of RLH

any other guesses?

what time of year was this taken?
