Perhaps do a bit of research about the possible consequences of the disease / syndrome of Ash Die-back before you decide where (if) to relocate it.
 
No - plant it somewhere that it has a chance to grow. It may prove to be a disease-resistant individual. Low chance admittedly, but every Ash seedling is valuable now :t:
