Hi,
Is this a common or an arctic tern? The tail streamers appear quite short and the bill does not seem to be full red but I am still not confident naming it a common. Thanks for your comments

It proportionately looks like common to me, it does not look like it has particularly long tail streamers nor does the head look that small and it looks evenly centered from front to back. The bill looks a bit long for Arctic, not sure if these things alone are enough to confirm from one photo.
 
Tge dusky trailing edge to the primaries is rather broad and ill defined. Another pro Common Tern feature...
