We are spending a couple of days in Alava province soon. Pointers to the best birding areas would be much appreciated.

You can try Izki (appear on the Web listed by motmot) where you will have a chance for middle spotted woodpecker. Also probably in the area Western bonelli's warbler and iberian chiiff-chaff.
Also, quiet close to Vitoria (I guess you can go by public bus) you can visit Salburua wetland which offers nice birds. Cetti's warbler, Citting ziticola, Great reed grabler and other typical wetland's birds of Spain.
Ullibarri/Gamboa reservoir have nice passerine's community. I cannot remember all, but iberian chiff-chaff, several Fringilidae, all tits of Spain (I'm not sure about the crested titi...).

In this three places you will have a chance for raptors, specially at Izki and Ullibarri/Gamba.
