Red-throated Loon? China (1 Viewer)

I recorded this Loon at Qingdao, Shandong province on Monday, first I thought it is a Black-throated Loon with some oil。 After exported photos, it has black neck and upwards bill, so is it a first winter Red-throated Loon with much juv plumages?
