Clement/eBird taxonomy in 2019 stated:
page 459, African Scrub-Robin Cercotrichas minor
African Scrub-Robin Cercotrichas minor is lumped with Rufous-tailed Scrub-Robin Cercotrichas galactotes (Keith et al. 1992). Each former species now is recognized as a separate polytypic group: Rufous-tailed Scrub-Robin (Rufous-tailed) Cercotrichas galactotes [galactotes Group], containing the subspecies galactotes, syriaca, and familiaris; and Rufous-tailed Scrub-Robin (African) Cercotrichas galactotes minor/hamertoni, containing the subspecies minor and hamertoni.

Cercotrichas galactotes was collected by Natterer in Gibralter and Algeciras Spain but very close to Africa. https://www.biodiversitylibrary.org/item/127467#page/311/mode/1up .
There are some pics of the Israeli birds -- the one that clusters with the Djibouti birds is quite deep rufous, the others are distinctly greyer. I assume the first group could be syriaca + familiaris, the other galactotes + minor ? The genetic distance between these two groups is 1.61%.
