Is this a Ruff?

This was seen at Ryan's Field at Hayle in Cornwall on 21st October. Is it a Ruff? I'm assuming that a Redshank would have very clearly red legs rather than orange.

Seasonal variation in soft part colour - juveniles and adults post-breeding plumage go noticeably duller as does the bill
