Wow - long-tailed duck. Looks fully winged but might still be part of a collection I guess. If not, probably a pretty rare bird down there...
 
Yep, male Long-tailed Duck.

Got to be an escape, surely. Wild ones outside of the breeding season spend about 99.995% of their time on water, almost never come ashore.
