Can anyone identify this bird, Las Vegas (1 Viewer)

Not sure if it’s an adult or juvenile
We have seen it twice now once at our local park and now he is hanging in the back yard. Unusual as we have been here 10 years and never see a bird like this he seems to fly well so don’t think he is injured.
Any info so we can look up info on it would be great. Beautiful bird.
