It's one of raptors which I've seen by last weekend in Qom ( Iran ), It's juvenile.
What do you think about its species? Can the Imperial Eagle have any chance?

Steppe would have bolder barring on greyish background, Tawny less barring and lesser defined terminal bar

Imho Steppe Eagle shows bold barring of same size as light space in between barring all over the flight feather, not getting broader and merging at base
