No expert on Vietnamese Lizards by any means but Changeable Lizard Calotes versicolor looks to be a candidate!

Also known as Garden or Garden Fence Lizard.

They can change colour quite dramatically depending on temperature. I rescued one from a pool once in Laos (below) that looked like this but when warmed up, it's head and neck became brick red.

However, I think the OP is Calotes emma, commonly known as Emma Gray's Forest Lizard
