people tend to dye birds such as pigeons and chicks as well. im guessing the owner wants to give it as much colour as possible. is it dangerous for the bird to be dyed?

As the feather itself is mainly dead, I doubt that a dye that properly integrates itself into the feather would be dangerous. If it is superficial and can be ingested by a preening bird, then it would be a different story.

Kind of strange because I saw this bird apparently free, out on the beach, far from civilization. I guess it escaped!

Thank you everyone for your help!

In Wales a couple of years back we saw a lime green coloured Pigeon wandering the streets! Was quite amusing to say the least, I guess it was dyed and then escaped.

Pigeons wander - could very easily been a racing/fancy pigeon from the Gulf countries - they can wander vary far.

Hawkes Bay is near Karachi, not that far.

Which other birds did you notice there?
