Is that California Gull?

I think this is a Western Gull. It is pale on the mantle for Western, but the clean white head (in December), bill shape, and leg color are all consistent with Western.

The easiest distinction is that this time of year Herring Gulls have brown streaking on the head.
 
I think it's too pale for a Western. Better for an Olympic Gull (hybrid Western x Glaucous Winged)

Maybe, but such birds also usually show some dark markings on the head and/or breast in winter. I think a pale Western Gull is still most likely for this bird.
