Given that it's so dull, and has distinct wing-bars, I think it looks like an Empidonax; and, there not being too many choices up on the mountain, I suggest Empidonax albigularis, the White-throated Flycatcher.
 
Thanks Peter but,
I'd expect to see some contrast between throat and upper breast plus I think it may be too high?

We saw it on the Radio Tower trail and I reckon it's at least 2000m, maybe higher, at least 500m higher than the given altitudinal range?
