Possible Red-tailed hawk help identifying (1 Viewer)

I saw this bird outside my window in Berwyn, Illinois which is 10 miles from Chicago, Illinois on Jan 18, 2020.

The picture gives a distorted view, because I think the autofocus focused on the window pane. It looked like a big bird to me, but the picture makes it look small.

I measured the squares of the wire fence outside, and each square is about 2.25 inches, and the bird measures about 7.5 of those, so that equals 16.9 inches.

Yes, that's a juvenile Cooper's. Red-taileds are much larger and bulkier with a band of streaks across the belly and little to no streaking on the upper breast. Red-taileds also have much shorter tails than Cooper's.
