Cooper's Hawk Juvenile or Sharp Shinned Hawk Juvenile (1 Viewer)

I apologize for the poor quality photo, but can anyone tell me if this is a Cooper's Hawk Juvenile or Sharp Shinned Hawk Juvenile? I'm leaning towards the latter because it was smaller in size than most hawks I see around here (Tucson, AZ). Thanks!

It's an adult Sharp-shinned Hawk. It has blue wings, red barring underneath with no hint of darker streaking on the chest. Juvenile Sharpies have brown wings with the coverts and scapulars having rufescent fringes.

It does have yellowish eyes, which suggests that it's a second-year bird. If that's true, then it's probably a female, as even second-year males tend to have redder eyes than this. I'm not sure what's going on with the apparent dark eye ring -- that's just odd.
