I know these are some extremely terrible pictures but would it be possible to ID these two different birds? Both found in January in Desembocadura del Guadalhorce, Málaga. Could they be Marsh Harriers?

I see six fingers in the first bird, Booted Eagle is possible
Second bird shows long fingers again could be Booted but very far from sure

I'm nearly 100% sure that the second one is a Booted Eagle, as there were two flying in the exact same place.
I'm still not too sure about the first one but I guess it's impossible to determine from this picture.
