Unsure raptor in Hong Kong (1 Viewer)

I photographed this bird up in the canopy on the hillside at Mid-Levels on Hong Kong Island yesterday. My first thought was a juvenile Crested Goshawk but it has been suggested it could be a Besra which have recently become established in the area. Any ideas? Neil.
